That illusion shattered on October 21–22, 2025. Russia experienced its most intense missile attack since the war began. The strikes targeted key facilities. A massive chemical plant in Briansk and a strategic mechanical facility in Saransk, supplying ammunition, gunpowder, and rocket fuel, were destroyed. Transformer stations in Smolensk and Briansk, crucial for supplying energy to the Russian army, were also hit. Even a refinery in Makhachkala, 1,200 km away, supplying fuel to the Caspian Sea naval base, suffered damage in the same wave of attacks.

These cities had relied on massive industrial complexes from the Soviet era. They provided livelihoods for tens of thousands of Russians. Now, those who fueled Putin’s war machine face sudden unemployment and uncertainty. This was not just a few warehouses burning or a billion-dollar facility reduced to rubble. The attacks caused a deeper, irreversible collapse. They shattered Vladimir Putin’s tacit social contract with the Russian people amid smoke-filled skies over Briansk and the silent factories of Saransk.

The Social Contract in Flames

For decades, the contract was simple: don’t question the war, and the state guarantees your salary, security, and daily normality. On October 21–22, that agreement turned to ashes under the fire of Storm Shadow, Peklo, Neptune, and Flamingo missiles.

To grasp the scale of destruction, consider a Soviet-era concept: Monogar, meaning “single city.” Industrial hubs like Briansk and Saransk lack the diversified economy of a Western city. Hundreds of thousands depend on a single giant factory for survival, just as in Soviet times.

The Briansk chemical plant and Saransk mechanical plant serve not only as workplaces but as the heart of their cities. Schools, hospitals, heating systems, and social life all rely on the smoke rising from these facilities.

Data on the economic fallout is now breaking through Moscow’s propaganda walls. Independent analysts and local employment reports reveal that the shutdown of these two plants affects far more than factory workers. Initial estimates suggest 70,000 to 85,000 livelihoods vanished instantly. Ancillary workshops, logistics companies, maintenance services, and local merchants who depended on these workers’ spending all face sudden collapse.

Economic Paralysis and Social Fallout

This is not just an economic downturn; it is a regional collapse. Tens of thousands of people are now jobless, hungry, and uncertain about their future. These citizens are not activists protesting in Moscow. They form Putin’s core constituency, ordinary Russians who quietly work for the state, stay loyal as long as salaries arrive, and rarely question propaganda. Yet, that social contract has been shattered.

For example, one worker wrote, “Our factory is gone,” while another lamented, “We have no money now. Who will feed us? How will we survive the winter?” Clearly, this is not a political uprising. Instead, hunger, cold, and a sense of betrayal have replaced stability. Consequently, Putin faces a no-win scenario.

Ukraine Turns Factories into Front Lines

Moreover, the October 21 attacks have shifted war to Russian cities. The real cost extends beyond destroyed buildings; it includes shattered social stability and lost futures for tens of thousands of loyal citizens. Previously, the war existed in parallel universes: soldiers died at the front, while workers at home produced weapons and received stable salaries. Ukraine merged these universes by targeting key industrial hubs.

For instance, the Briansk Chemical Plant and the Saransk Mechanical Plant supplied gunpowder, rockets, and critical components for Russia’s defense. Ukraine struck them precisely because they are legitimate military targets under international law. Meanwhile, the Kremlin’s strategy had placed civilians around these factories, effectively turning them into human shields. As a result, tens of thousands of skilled workers lost their livelihoods overnight.

High-Precision Strikes Cripple Russia’s Industrial Backbone

Furthermore, Ukraine coordinated drones, fighter jets, and advanced missile systems to maximize impact. Storm Shadow, Scalp, Neptune, Flamingo, and Peklo missiles destroyed critical facilities. Long-range Bars missiles and Palonitia UAVs reached targets with unprecedented precision. Additionally, French and British Storm Shadow cruise missiles hit a major chemical factory in Briansk, which produced gunpowder, rocket fuel, and other explosive components vital to Russia’s attacks on Ukraine.

Ultimately, these strikes reveal the Kremlin’s vulnerability. By positioning military production within civilian hubs, Russia endangered its own workforce. Ukraine’s operations simultaneously stopped war production and caused widespread social and economic disruption. Consequently, tens of thousands of Russians face unemployment, while Putin struggles to maintain control over a shaken population.
